Dave Sloniker, MBA, MSS, CMRP, DML, is a nationally recognized leader in healthcare supply chain transformation with more than 30 years of experience spanning military, federal, and commercial sectors. A retired U.S. Army Medical Service Corps officer and former member of the Senior Executive Service, he has pioneered large-scale logistics modernization initiatives that improve access, efficiency, and quality of care across the Military Health System, Department of Veterans Affairs, and private industry.

Nick Uchalik, M.A., International Science and Technology Policy  MPA, is an experienced change manager with expertise from initial legislative and regulatory drafting through full organizational and digital transformation. Extensive experience building internal and external partnerships to influence decision-making for large cross-government initiatives. Highly skilled at collaboration and leading teams of multi-disciplinary subject matter experts to achieve “one voice” for senior leadership strategy and external communications. Lee Anne Overall

Lee Anne, MHSA, is a seasoned healthcare administrative leader with more than 26 years of experience advancing complex health systems through strategic leadership, policy development, operational execution, and stakeholder engagement. A trusted advisor to senior Department of Veterans Affairs leaders, including the VA Secretary and VHA Under Secretary for Health, LeeAnne has guided high-level decision-making across legislation, national program implementation, risk management, budget strategy, human capital, and organizational change. Her leadership spans national VA offices and frontline medical center operations, where she has led multidisciplinary teams, supported implementation of major healthcare legislation, advised executive leaders on Congressional and community matters, and helped sustain operations across more than 135 medical facilities during the COVID-19 pandemic.

Cherita Lewis, Esq.

Cherita Lewis, Esq., is a strategic legal advisor and accomplished attorney with more than 12 years of experience counseling government agencies, federal contractors, and private-sector organizations on regulatory compliance, corporate governance, litigation, and enterprise risk management. She has advised senior officials at the U.S. Department of Justice, U.S. Small Business Administration, and Social Security Administration on regulatory interpretation, policy implementation, compliance, and organizational risk. As General Counsel and a corporate board member, Cherita provides executive-level guidance on governance, federal contracting, contract negotiations, legal strategy, and business growth initiatives. She also maintains an active litigation practice involving criminal defense, investigations, and complex legal disputes, bringing a balanced and practical perspective to legal and operational risk. Prior to practicing law, Cherita was an award-winning television journalist with CBS, NBC, and Fox affiliates, where she developed strong investigative, analytical, and executive communication skills that continue to inform her work at Capsa Innovation Group.

Tony Rivas, MBA-HCA, is a healthcare logistics and operations executive with more than 40 years of leadership experience across federal healthcare systems and military organizations. His distinguished career has focused on supply chain modernization, enterprise logistics, healthcare information technology, acquisition strategy, and global medical logistics supporting mission-critical operations. Tony has led transformative initiatives that modernized more than 30 logistics systems within the U.S. Department of Veterans Affairs, improving operational efficiency, data integration, and enterprise-wide supply chain performance. His expertise spans healthcare informatics, systems integration, program management, strategic planning, and organizational transformation. Throughout his distinguished career, he commanded organizations at every level—from company to brigade—and served in senior executive positions responsible for mobilization readiness, medical operations, and enterprise healthcare strategy.  As a Senior Strategic Advisor to Capsa Innovation Group, Jeff provides executive guidance to government and industry clients seeking to modernize healthcare delivery, strengthen medical supply chains, and improve organizational performance. Senior Advisor – Advanced Energy & Emerging Technologies

Dr. David Nagel, PhD

David J. Nagel received a BS degree in Engineering Science (Magna Cum Laude), an MS degree in Physics and a PhD in Materials Engineering.  During a half century, Dave has had three successful careers:  Officer in the US Navy. After graduating first in his Naval ROTC class, he had four years of active duty and 26 years of reserve service, including three tours as a Commanding Officer.  He retired in 1990 with the rank of Captain,   U. S. Naval Reserve.   Federal Government Scientist and Manager.  Dave joined the civilian staff of the Naval Research Laboratory after his active duty.  As a member of the Senior Executive Service and leader of a physics division for over a dozen years, he managed the experimental and theoretical research and development efforts of 150 government, contractor and other personnel, including 80 PhDs ($30M/year).  University Teacher and Researcher.  For the past dozen years, Dave has been a Research Professor in the Department of Electrical and Computer Engineering of The George Washington University.  He taught graduate level courses on MEMS and NanoTechnology.  Now, Dave mentors both undergraduate and graduate students.  His current research centers on low energy nuclear reactions.

A DAWIA Level III acquisition professional and service-disabled veteran, Harry has directed $20B in wartime contracting oversight and orchestrated Pentagon-level sustainment planning. Today, he leverages this federal background, alongside seven years of commercial distribution leadership, to help CAPSA Innovation Group clients navigate high-stakes federal healthcare acquisitions, mitigate supply chain risks, and secure robust program execution.
